Master Chief Legalman (Surface Warfare / Air Warfare/ Information Warfare) Lourdie B. Powell
Senior Enlisted Advisor, Office of the Judge Advocate General
Master Chief Powell is excited and honored to serve as the Senior Enlisted Advisor to the Judge Advocate General of the Navy. A native of Port-au-Prince, Haiti, Master Chief Powell joined the U.S. Navy in 1998. Following Basic Engineer Core School in Great Lakes, Illinois, she reported to Naval Station Roosevelt Roads in Ceiba, Puerto Rico.
In 2001, she laterally converted to Legalman. After that, she served at Naval Legal Service Office Mid-Atlantic, Norfolk, Virginia, aboard USS Abraham Lincoln (CVN 72) and Region Legal Service Office Southeast, Jacksonville, Florida.
From 2012 to 2015, Master Chief Powell was the Legal Department's Leading Chief Petty Officer aboard USS Ronald Reagan (CVN 76). During a Southern Seas deployment and historical three-carrier hull swap, she served as the Legal Department's Leading Chief Petty Officer aboard USS George Washington (CVN 73). From 2017 to 2020, she served as the Senior Enlisted Leader for Region Legal Service Office Southeast. From 2020 to 2023, she served as a Faculty Advisor at the U.S. Navy Senior Enlisted Academy.
Master Chief Powell holds a bachelor's degree in international studies from Old Dominion University and a master's in management and leadership (graduate academic honors) from Webster University. Additionally, she is a U.S. Navy Senior Enlisted Academy Class 201(Green) graduate and Command Master Chief & Chief of the Boat Course Class 169.
Her awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (five awards), and Good Conduct Medal (eight awards).
